The social dynamic of having an ex-stepfather is, I must admit, something I've never previously thought about. Seriously, you're brother needs to be somewhat cautious, as I assume she has the address, and *probably* access to some sort of firearm. A 12-gauge double-barrel would be my guess... If she doesn't, the "x-stepdad" may pick up the slack.
