computerandvideogames.com:Finally, obviously there's been a lot of talk about, and confusion surrounding, Half-Life 2's release date following statements from Vivendi. Can you confirm now whether you're still on track to hit the September 30 date?
Lombardi: The release date's unchanged.
This was taken from a recent interview. So hl2 will be released on Sept. 30th. I hope this will clear up all the confusion and rumers, if any.

firstly, this same conversation is going on in the HL2 related thread.
secondly, Lombardi can say anything to keep the fans happy, and then just before the date he can change it and say they ran into some difficulties, or to make it sound better they are double checking or fixing some shit. Nobody will know until the day it hits the shelves, i think we should stop wondering about the date but instead watch some more of those excellent Blink videos or try out other games (and then add them to that thread WGARA made about game reviews).

The Half-Life release date was not changed a few weeks before release. And they never said anything along the lines of "It will be released on X day". It was always "We are working for X day." And if it did change, we were given the heads up a few months in advance. We are 30 days from release, and they say they are on track. Now, unless they find out something like Half-Life 2 won't work on an AMD, it will be out September 30th. And by the way, this should be in the "General Half-Life 2 thread"

I wouldn't worry about that. The publisher is Vivendi. They are world based, not America. You'll most likely get the game the same day I do. :)
