my english is to bad to understand what they mean, and when i try photoshop says "not editable" .,.

i would do this,
1) make a duplicate of your layer you want your glare on
2)holt alt and scale at size (scales both sides equally)
3)scale bottom up a bit till you get desired glare shape
4)set your foreground colour to white
5) take the gradient tool and select "forground to transparent" then move from the top to the bottom

should give you what your looking for =]
