If we open a image in ps7 , how r we supposed to outline it ?
Heres an Example :

1. Select the layer you're going to work with, go to blending options> stroke (adjust the settings yourself).
2. Or you can also. Select the area you prefer to outline using any selection tool you like and than go edit > stroke (adjust the settings).
And for the future, all the questions regarding Photoshop its usage and functions are being handled thru this here (http://www.atrip.net/forums/showthread.php?s=&threadid=2998) thread by yours truly.
