Which publishers track down pirates the least?

I've heard that theres a website that tells you which publishers track down pirates the least, and which are the most aggressive, but I cant manage to find it. Do any of you know about this site, or maybe any info concerning the topic itself?

Not that I pirate myself... heh heh... Just by the off chance that I'm held at gunpoint and told to warez something or die, I'd like to not be, immediately after being released from this very realistic villian, be thrown in jail by the police because I happened to choose a piece of software being surveyed by publishers under the extreme pressure.
