Indeed, all DVD's have zones on them. So you can't take your DVD's to England to watch them unless you happened to bring your DVD player with you. I don't know why they do that stupid shit, but they do.

not to watch them , i mean i have some Data on the DVD , like Files and Stuff , that DVD wont work in some other country
Question 2 : will the DVD Burner bought from USA burn Empty DVDs from England , or it will only burn DVDs bought from that region only ?
and softwares like Region Free DVD wont work on these DVDs also ?

I'm pretty sure you can burn data dvds and read them anywhere, it's just 'playing' movies with a region encoded into the disk.
no region encodinig then it will play anywhere (unless the dvd player excludes no reagon dvd's) someone want to confirm this i've never tested it myself.

One of my friends ordered a DVD Burner and a Pack on Empty DVD+R from usa , they will be coming soon , if he burns or make a copy of DVD movies available here in pakistan , on those empty DvDs , those DVDs will work in pakistan or not ?
i think that they will work just fine and the DVD burner will burn DVDs from here with no problem

another thing to note that even if it doesn't work right away you can change the zone of the DVD reader/burner i think you just right click and goto propertys (may be differn't for differen't brands) and you can change it 5 or so times before it locks onto one zone. OR you can get an all zones crack from the net they are everywhere for all the popular brands, i don't think your gona have a problem.

TVs in America run at 30 fps (really 29.97 fps). TVs in Europe run at 25 fps.

DVDs can be burned and run anywhere. The DVDs that cannot be burnt are the originals. What Jerremi would be copying are already pirated so I don't think it will hurt you in anyway!

Most even halfway decent DVD players have no problem switching between NTSC and PAL formats and many television sets support both modes as well (at least they do here in Europe).
No, the region codes are "good" for 2 things only:
1) The different region codes cover different parts of the world. Region Code 1 covers North America so english, french and/or spanish are the only necessary subtitle/soundtrack languages. Region Code 2 covers Europe (and South Africa) so a whole different set of subtitles (and voiceover languages in some cases) are offered on most releases. This reason is actually quite logical and makes sense logistically.
2) Most movies have already stopped being shown in the movie theaters in the US when they premieres in a country like Denmark and in many cases the US DVD release coincides with the cinema premieres in Denmark. In order to TRY to squeeze the lemon for every tiny drop the movie industry came up with the region codes.
Theoritically this will ensure that even though they are too cheap to make enough cinema copies for a world premiere like the LoTR movies, every movies enthusiast still have to view the movie in the movie theater first and then wait 6-9 months before being able to rent/buy the DVD no matter when the movie premieres.
In short: The movie industry wanted complete control of the release schedules and in order to get that they managed to lobby their way into corrupt and/or stupid EU politicians' pockets and the result was the InfoSoc directive that, amoung other lame brained schemes, makes sure that only copyright holders (i.e. the movie companies) can authorize when/where/who can import region code 1 movies ... The thing is that for every region code 2 release there is at least 10 region code 1 releases that NEVER make it to region code 2 and therefore doesn't show up in european stores unless, for every single title, the store owner contacts the movie company in question and ask for permission to import the movie ... and even if they do get a green light the added red tape adds about 50% to the price tag.

with DVD players on computers the region can be changed in the drives properties but you have a limit of 4 changes. a program called "Any DVD" can allow you to watch well... any DVD or you can download firmware to eliminate the decrement of the DVD region code change counter. Im not sure about the rules about that so if you wnat more info PM me.
