It seems like a very pricey package. I would want to see some independent reviews of this product before investing that kind of money.
It looks like it uses quite a bit of power to operate it - 60W at full load - just for the cooler.
Are you going to be overclocking?

I googled it and I havent been able to find any reviews.... strange.

I've never heard of peltier cooler running on such low power requirements. N 60 watts is rather high for some cooler sittin inside your computer enclosure. Just another 50 bucks on that price and I can own a Zalman Resarator (even a plus may be).
The big typhoon runs at 1300 rpm, so 3000 sure is noisy (that too from a smaller fan).
Dont even think about it until four to five reviews from reliable/well known sites. BTW, what is the processor you are using?

Computer enclosure??
Neways, get the big typhoon from thermaltake or search for reviews and you will get to know the products competing with the same (and much more lighter).
$50 should take care of your overclocking requirements. Thats the max you can spend for any air cooling solution IMO.

And its bad. Face it, 60w pelt = not enough watts to move serious heat, and the HSF on there is a joke. It looks very pretty though.
Pelts generally aren't worth it unless you don't mind tripling your power consumption. It takes a good few hundred watt pelt to keep a fully loaded highly OCed A64/opteron at or below ambient, not counting the air/water whatever necessary to dissipate that heat into the air.
